I don't want to be harsh but if you got nothing else to say than a solution, don't bother replying to the topic.. people always spam topics with "i have same OS but i never had the issue".
Clearly it doesn't happen with everyone otherwise there would be more than 200 topics regarding that error.

I encountered the same problem, when my virus scan (norton) was running.

When opened up norton and made an exception for the fgunz folder (so that it wouldn't check those files) the problem stopped.
I imagine the same goes for some other virus scans/ malware scans which check the contents of individual files too.

You are probably using gpu drivers that are made for windows 7 or lower.
Please try to update your graphics driver to a driver specially made for windows 8/8.1

    Why?
Because windows 8.1 tries to load your drivers for windows 8.1 but fails, if you run a program in compatibility mode it will also load drivers for it (because you probably installed the windows 7 one's).

This is what I encountered before (lag issue), so I had to wait for the windows 8.1 drivers.

Just a suggestion, maybe you can tell me what graphics card you have, and I'll take a look to get you the right drivers.
