    Hey Dave,

I do indeed create windows phone apps, and have Visual Studio 2013 & Visual Studio 2012 for Windows Phone. Do I need to uninstall these?

You don't have to uninstall Visual Studio, I got told that it's caused by their (realtime?) debuggers.
It's a terrible thing, I think, in life to wait until you're ready.
I have this feeling now that actually no one is ever ready to do anything.
There is almost no such thing as ready. There is only now.
And you may as well do it now. Generally speaking, now is as good a time as any.

Do you see anything in the event viewer regarding the error? (Windows Logs > Application?)

Visual Studio and its debugger are not running on your computer right?
See if there are any services running in the background related to this as well.

I've now removed Visual Studio 2013, but the error still pops up.
