After viewing the video, I do admit that it is suspicious and something could be wrong here. I will review it closer and talk to the rest of the team about it.

I'm pretty sure the user you reported was glitched hard.
The only explanation would be someone using his internet and/or that same user being inside the room but if he was in the room, they both would have glitched.
