Normal FFA glad room, can't tell how much is 6 rounds to you guys, but hope that was long enough? I even rejoined because he said it was a me problem, that's why there are 2 replays, one before i rejoined, and one after i rejoined. Same issue.
EDIT : After reviewing gameplay, it does look like a DNS issue, but well idk man.

You indeed warned the user multiple times to fix his spikes, but he refused to do so and started insulting, which is not acceptable. However, in the second replay (4 minutes long) he was not fighting at all other than chatting and arguing with you.
Anyhow, an offline message has been sent to the user to raise his awareness about his internet issues, so when he's accused for spiking again he should know to leave the room and try fixing it.
