Edit: It looks like he is sorta speed hacking.
He had a perfect ping between 20 - 40, and idk why his lagging like that

One is [+]fer which looks like speed hack to me.
The other is ToRawForYou which looks like straight spiking.
ToRawForYou isn't spiking, if it was spiking it would have stoped, but it continued for like 6 - 7 Duels.
