Is this underclock?

Just had a 1vs1 with someone named Sakura. Wondering wether this would be underclocking.

This "^5Sakura" Plays really slow, as if he is just new to gunz but is able to kill me easily.
This all is done at 60 ping, he even mentions that he doesn't know how to lead : "iunno how to lead"

In the replay he also seems to be very glitchy. The final score was 35-15 to me. He had big troubles hitting me from up close and was almost defenseless to dbfs.

Score would be reasonable if he had plain luck and shot as fast as me. This isn't the case though.
