so what? the human eye can't see any improvement above 60 fps. you won't notice any difference.
as for gaming, 60 fps is the best framerate you could actually game with.
change all your graphic to low quality '-' it will go up around to 150 i think xd
Your system specs would help a lot.
Your CPU (if you are using integrated graphics) could be capping the FPS, check that at the Graphics interface.
Also if you have a dedicated GPU, it could be capped there too.
Theres like a Setting to make it Full Screen I Think you go to there.

Stable 60 fps is usually caused by v-sync '-'
Just went on Nvidia control panel to turn off vsync on gunz, sadly didn't help orz.
