Well is it a new mouse? Because then you need to get used to the mouse..
I coundt block for few hours because i wasnt used to the mouse which almost makes no sense.
You might try opening your mouse (screwdriver) and see if something's in the mouse like dirt or w/e
Control panel > Hardware and Sound Devices and Printers > RMB at your mouse icon > Proporties > Hardware > Proporties > Change settings > Drivers > Uninstall > Reboot, windows should reinstall mouse drivers.

if it's not working, the scroll button is broken.

Its your mouse crapping out mine is doing the same thing time for a new one.Change the rate it scrolls from 3 to 1 and it will help somewhat but wont fix it.
Mines not old either but its only a 15 dollar mouse if you didnt spend more than $20 on it then yeah its your mouse you could change the batteries but I dont think that would help.
