America is part of the U.N, therefore they just can't declare war on any countries they wish, they need to have a good reason for having a war.
Now, when the 9/11 occurred, this gave the U.S the perfect oppurtunity to have a war with Iraq, where they wouldn't get in trouble for; as I believe they used Sudan as a excuse, when really they were fighting with the prize of oil/money in their eyes.
Furthermore, you saying why don't America war Saudi Arabia for oil, reflects your poor geography skills. Saudi Arabia is a wealthy and strong country not like Iraq, it also has strong connections with the USA, which is one of the many reasons why USA did not war Saudi.
From this argument, I have learnt that no amount money nor victory can be profited for the amount of lives and money that are lost during war.
