Well usually if you don't have a thermal paste, your CPU could get up to like 90-100 degrees and literally fry eggs on it.
Try to turn on PC without doing anything on it, perhaps open Chrome and Skype and let some 1080p movie run on it, open your case and check if your CPU is overheating.
You could also download Open Hardware Monitor and monitor your PC component temperatures.

But now the FPS issue remains. back in the day i used to have around 1500 fps with these pc specs, and now its struggling to reach 250 and is everything but stable.

Another question:
I have 16 gb RAM but only 8 works since the other 8 wont fit in the slot. Any suggestions on this?
It does fit but just wont click into the slot like ots supposed to and it did before **
I can take a look into your FPS issue with TeamViewer once I'm free (in an hour or maybe less).
The fps issue is maybe a driver issue maybe reinstall your drivers for nvidia.
