Problem is, people don't want to limit the entire game to just shotguns to stop the usage of one set of weapons.
Snipers do way too much damage. The logical option would be to reduce the damage significantly, and increase the delay if it still needs more tweaking.
Another option I think could work, is force sniper damage to have to go through AP first, since the main problem is the HP damage it provides. (Not sure if possible)
Sniper rifles promote stagnant gameplay and generally ruin GunZ as a whole. There's simply no competitive play, work-around, restrictions or counter-play associated with sniper rifles. Revolvers are supposed to be the "snipers" of GunZ.
The most balanced servers include snipers, but they are either not anti-lead, or they are damage balanced. For example, like the Breaker-Avenger concept (that's not currently here, for some reason) is "More damage - less ammo" could be implemented as such. Normal Revs do 50 damage, so Snipers should do around 75, but being much more accurate, but having less ammo. Similar to Breakers having 9 damage and 5 shots, and Avengers having 11 damage and 2 shots.
Also: a No Sniper Rifles tag would do a LOT of good for the general public.
On a final note, yes, other games have sniper rifles and people would like to see sniper rifles in GunZ, but it's simply not fair in the current state of the game. Call of Duty is probably the biggest influence of why people want to have snipers in the first place. People like to quick scope and such, and that's simply why people spam them. However the competitive aspect of CoD is quite different than the pubs that mostly everyone participates in. In competitive play (or Promod modification that is mostly used in tournaments) there is only ONE sniper on each team. Why? Because that's what it's limited to. The game would be far too stagnant and not interesting/fun/competitive if everyone sat and spammed snipers. It's simply unfair that way.
