Hey, Here's my suggestion :
If you report a player and the report on him gets accepted you will get some coins in return for helping the server.
It also can be like a table for the most serious act that break the rules and after the most serious act, there will be less coins.
Here's an example :
Using any 3rd party programs in GunZ - 10 coins.
Flaming - 5 coins
Spamming - 4 coins.
Advertising Another server - 3 coins.
Spiking in game - 2 coins.
and so on...

I think that if there will be a reward, people will report more and the server will be cleaner from people who dont follow the rules :)

The only thing I see from your suggestions are cons, no pros..
Cons;
People who have little knowledge how the game works would start reporting people for 3rd party programs even if they are legit.
There are monthly rewards from an official VIP giveaways and despite that, people on the forums tend to giveaway a lot of items and free coins as well.
You already receive coins for playing the game itself and you could also convert event points to coins.
Reporting section would be filled with useless reports just so only could receive awards.
