After googling that error I found this (first result):
The message "Error 740: The requested operation requires elevation" indicates that WinZip has been configured to Run as administrator. ... A program that is running with user permissions, however, will not cause User Account Control to offer you this option.
Same applies for the FGunZ launcher, it has to be run as admin.
So what that error means is your friend has no admin permissions / doesn't run the Launcher as admin.
It happens to me also.. that error.
Just dont mind it.
LOL bro.. just open fgunz folder.. and click again fgunzluncher and run it.
