Force lag / '-- ping' abuse

IGN of reported player: Mad

Reason: Force lag '-- ping'

Told him twice (once in replay) that he was invisible. A bit later he became visible for everyone, but still had the -- ping and was basically unkillable.

He knew what he was doing, he was searching for AE people around the map to kill them on purpose.
