According to your evidence there were no spams, as the user didn't repeat any of his words, all were said once. As for the toxicity part, it was minor. However, if you are getting irritated easily, you can use the command /ignore <the user>. A verbal warning should be sent to the user.

Could you clarify why the user was flaming you ? In one of the screenshots the user implies that you started irritating him first and called him a dog. Do you have any earlier screenshots ?

I understand your frustration about this, but it is too minor for a punishment. This could have been provoked unless you have more screenshots about the conversation prior to what you posted. Please use the /ignore function its there for cases such as this. I'm going to have to say Decline from me.
