A level 0 Mythical quest weapon is equivalent to it's shop counterpart. I think the RNG range for the quest weapon levels should start at 1 instead; It's very demoralizing otherwise.

The min-level has been adjusted in the next update (0 -> 1).
Hi, I just checked and this was due to a display error. Lvl 0 uncommon/rare/epic/legendary/mythical weapons do deal higher PVE damage than common items, it's just not displayed correctly in equipment (however you should see the higher damage when checking your dmg counter in quest/survival/cq). That display bug in equipment is going to be fixed in the next update, so we can go back to allowing lvl 0-30 drops.
