I am pretty sure you can manually add it to your game library collection, now whether the game itself not being part of Steam will have Steam overlay, that I cannot guarantee.
And as for FGunZ becoming part of Steam just for the overlay - I can guarantee you here that will never happen for the first sake of FG being a 'private server'.
is it need to have a petition first?
