some of these are pretty big, you can see big spikes at the near-end of the last recording, though.

Without a doubt, the user is piking tremendously. I did notice several attempts where the user rejoined (Perhaps to fix their connection?), but the user continued to keep playing despite the situation. Whether made aware of their spike or not, each user has a responsibility to maintain a stable connection in any game mode to ensure a fair experience. I believe the user should be Warned.
