The replay you provided is short. However, I saw the user lagging/spiking only twice or thrice eventually. The user did not try to gain any advantage of his lag by killing anyone in the replay you provided to us.
If you have a longer replay please provide us with that, its hard to judge on such a short replay.
Sadly i dont have more replays, but i can mention that i have reported multiple times this player (his other characters).
