Yah, those items is permanent.

And depend where u will use those items, if u will these items in pvp have the normal dmg, but if u will use these items in pve these will have more dmg than the normal, but depend what pve dmg u got too, cos these items have different categories and lvl in these categories, a example the hibur katana can get 60 pve in the legendary category.

Table of drops counts for (nearly) all quests, survivals and CQ's. Probably some came from old times (like Cakram I think), probably some are missing. Exception is Scrider, the only quest where you can get Scrider's Weight Ring (+10 max weight) and Scrider's Magazine Satchel (8 clips). IMHO that was the worst change ever, explanation below.

Some remarks: TBH most of the drops are simply junk.
Jjangs: Not influenced by Class/Level, the worst you can get is a godlike Jjang level 30 because it has the same lousy stats as a common level 0. Quest Master/CQ Master/Survival Master give you +1 max weight which is pretty pointless because the weight of a MG [H] x2 is 60, rifle x2 is 40, 1-Hit-Kill is 40, .... On Ijji +1 max weight was much but here it is completely pointless. Same counts for the protective Jjangs. They give you +1%(+2%) protection for fire/freeze/poison/lightning attacks. Compare that to the clothings, maximum is 75%, which is impossible to get, but it is easy to get something like 30% in reasonable time.
Speedy III: Should be removed at all, only useful for people who are macroing, which is forbidden in quests. OG players get goosebumps if they just here the sound, because of the lawnmover hack which had exactly the same sound.

Let's talk about probability:
First weapon a quester needs is a MG [H] x2 because of total damage (explanation for total damage/dps/corrected dps, damage/weight-ratio later). In old time (read first post) you had to spam Broken Golem, probability for Avalanche x2 (was the best MG at that time) was ~33%. Because the develpers make a secret out of probability rates, lets simply assume that probability for all drops is the same (which is not correct but not really important). We have now a list with over 100 drops, means probability is less than 1% for each of them. Wait, no, we have protective clothings now with 10% probability means only 90% probability for other items means less than 0,9%. Now compare less than 0,9% to ~33%, you see the barely noticeable difference? So it doesn't matter which quest you play if every quest drop the same. What do you do now? Of course you pick the fastest quest with the easiest boss you can get. That was the end of all multi-stage quests/CQs and Survivals. e.g. no one is playing Broken Golem anymore.
There are two (better four) items every quester really must have: Scrider's Magazine Satchel (2 times) and Scrider's weight rings (2 times). Here it is an advantage that rarity and level dont matter, because their ownage is an absolute must. Before the update the probability was ~11%, means if you play with 4 players ~2.78% for one of them. Now is the probability (because of more than 100 mostly useless drops) less than ~0.9% (with 4 players ~0.225%). Now let's calculate vice versa, means how many times you have to win(not play!) Scrider to get these 4 items? Before the update it was 100/2.78~36 times for one item, means ~144 times for 4 items (with 4 players). Now it is 100/0.225~444 times for one item, means ~1778 times for 4 items.

Let's talk about balancing:
Is now completely off. Rifles are useless now. Pistols are now better than Revolvers in dps and total damage. Revolver x2 are completely pointless now, double wt but only a few pve more compared to Revolver x1.

DPS: Damage per second. A fast firing gun (low delay) has higher dps. Let's compare H- and L-MG to make it more clearly.
We take the best guns you can get, means
Golden Madness MG x2 (120ms, dmg 36, max pve 159) against Goldeen Nico MG x2 (100ms, dmg 31, max pve 137).
In one second you have 8 shots with the Madness and 10 shots with a Nico means,
Madness: 8(per second)*159(dmg)=1272dps
Nico: 10(per second)*137dmg=1370dps
Surprise, the Nico has higher dps than the Madness although the damage/pve is lower. Where do you need high dps? All quests where you have to kill NPCs first, like Scrider, TGK, DGK, pages, CQs, Survivals, ...
Of course this is not correct, because the L-MGs have 120 bullets and the H-MGs have 160, means with L-MGs you have to reload more often, so the dps is dropping if you calculate for e.g. a minute instead for a second.

Total damage: This is the maximum damage you can deal with all your ammunition (short: ammo). For the big bosses with a lot of xp you need a lot of ammo and pve, e.g. GKK has 192k HP/AP and BP has 330k HP/AP.
Let's take the best gun you can get from (bounty) shop, Avalanche MG x2, dmg 34, bullets 2x160, two times Magazine Pouch V from shop 16x160, Scrider's Magazine Satchel 18x160.
2x160x34=10880
16x160x34=87040
18x160x34=97920
These total damages assume that you have a 100% hit rate which is impossible to obtain. On short range you can reach ~90%, on long range 40-70% depends on range, size of hit box and your aim. So its completely impossible to kill GKK without additional ammo with weapons from shop (solo). Even worse is BP, impossible with 4 players and weapons from shop.

Not sure about Godlike, had not enough data for exact computation. The best gun (Golden Madness MG x2 Godlike level 30) should be around 159 PVE (=4.42*36).

Edit: It is approved now, the gun has 159 PVE.

There is a bug depending all Flamethrowers. They only do damage and not PVE in quests. Already reported one year ago but not fixed until today.
