Force lag/spike

First of all, replay is too short. However, I always see him spiking in training rooms and he doesn't do anything about it even though a lot of people inform him about his net issues.

Can you provide 3-4 screenshots of the user's pings?

too short? it's pretty clear that the person is flying all over. Anyways, i got one screenshot where his ping is actually "ok", but normally his ping gets up to 450, so he's basically lucky with this one screenshot.Attachment 16690

One screenshot isn't enough, you also need a proof that you informed him about his net issues, you don't have a screenshot of it and you didn't say it in the replay as well.
