Not sure about Godlike, had not enough data for exact computation. The best gun (Golden Madness MG x2 Godlike level 30) should be around 159 PVE (=4.42*36).
Edit: It is approved now, the gun has 159 PVE.
There is a bug depending all Flamethrowers. They only do damage and not PVE in quests. Already reported one year ago but not fixed until today.
