Reason: Even more obvious than Touka, way too much damage, might even look like he's ocing the way he moves so fast and hits so hard. His ping changes a lot aswell as you can see in some screenshots which might be caused by him adjusting his oc or whatever it is. It was always a tthe beginning of the round aswell.

There is no such thing as adjusting your OC/UC by an alt-tab, UC/OC is done through bias which affects your gameplay directly so its not exactly a program you use to do that (although there are alternatives, its not really the same). Given your explanation, this could've been possibly a NAT issue if not then an internet issue at max.
With that being said, user is not OC'ing and definitely isn't using anything in my opinion, his shots were mostly close or mid-range which lead to dealing between a good 40-80/90 damage on those so its natural for him to kill you within that range, his gameplay was normal if anything. Nothing questionable. Replay from Battle Arena should prove my point since he used a lot of shots to kill 1 person, a hitboxer would need less than that to kill since they do higher damage (watch the one where they fall into the pit, that's pretty much close range but needed so many shots.)
