What are you withdrawing from the central bank? A male item?
You cannot withdraw the male item when you're in a female character, same as when you're in male character you can't withdraw the female items. (cat in the hat M, set M)

I got the same problem. I tried to redeem a Donators Ice item.
I said 'The item cannot be withdrawn' with the same code as u i think.
So i tried re-login. Next thing i know is that it gave me the message 'Authentication Failed. (E10005)'.
I don't know how to get in my account ingame. I can still login on the site though.

Donar items can be withdrawn from any character, either male / female specifically if its worn by a male character or female character. But obviously you can't equip a item that doesn't belong to that specified gender. These items can be moved into & out of your inventory no matter the characters sex type.
