You do both, or nothing at all. That's the proper thing to do considering the environment.
64 bit is just a band-aid for an old Gunz issue. I'd rather see you add dynamic resource loading, then the game benefits regardless of 32 or 64 bit and you can have more items, maps, ect on both.
