Is your router dual band? Meaning a 5g and 2.4g connection?

Are you connected to the 5g connection AND are you connected to it through a wall?
If so, 5g connections have a hard tome going through things. It will reduce your ping if you connect to the 2.4g connection.

Other than that, I can't think of anything else that would help, getting a different internet service provider and/or increasing bandwidth - which may not even help.

Gotcha. Well, I get like 250+ ping on half of the people I see, and I'm in the USA. But, they don't freeze like you describe. That could be because of distance, or it could be because of the speed of your internet. I'm assuming you have fast enough internet, so I think it could very well be the distance - as some of the players in your screenshots do have good ping.
