Hey, Here's my suggestion :
If you report a player and the report on him gets accepted you will get some coins in return for helping the server.
It also can be like a table for the most serious act that break the rules and after the most serious act, there will be less coins.
Here's an example :
Using any 3rd party programs in GunZ - 10 coins.
Flaming - 5 coins
Spamming - 4 coins.
Advertising Another server - 3 coins.
Spiking in game - 2 coins.
and so on...
I think that if there will be a reward, people will report more and the server will be cleaner from people who dont follow the rules
