Perhaps a new reward that is account bound (items and such), this way the VPN stuff shouldn't matter.

why not jsut make it bonus exp +1% up to 30% for 30 days
so a bonus on top of the activity bonus o.o ( i choose 1 % a day cuz like we all know some pep log in EVERYDAY)
