As this saddens me to say since bar is a good friend of mine, he's definitely UC'ing.
Shortened dashes, delayed movements, body doesn't obey the position he moves in and floats when he lands.

I'd say yes, Even though i'm not a GM.
His floating is to obv honestly there is no excuse, No lagg of any kind would make you float as if you are underclocking.

He has glitch movement's, Short dashes, Becomes slow at some points like extreemly slow that his character is almost standing still while he's half stepping and many more obv points which have already been stated by other gm's.

It's pretty clear that the user is underclocking.
