So basically, I'm restarting my client since I did not see the upgrade gem menu in game. Start the launcher and this happens..

Not Avast but Avira however, that is off and the error message states its a problem with moving permissions not antivirus blocking launcher, anyway same error as first post.

Nope, still not the issue.

Problem went Away.... with a couple of restarts.
