First of all, replay is too short. However, I always see him spiking in training rooms and he doesn't do anything about it even though a lot of people inform him about his net issues.

Can you provide 3-4 screenshots of the user's pings?

too short? it's pretty clear that the person is flying all over. Anyways, i got one screenshot where his ping is actually "ok", but normally his ping gets up to 450, so he's basically lucky with this one screenshot.KOR_KimJngUn_20171117_031404.jpg

One screenshot isn't enough, you also need a proof that you informed him about his net issues, you don't have a screenshot of it and you didn't say it in the replay as well.
