Disable gifting to banned accounts

Make it that banned accounts do not receive any gifts from any players, some people enter giveaways when they're banned and if they win that item is just on a banned account wasted.

Banned people definitely deserved to be banned, wether it be hacking or being warned 4 times.

Just block them from anything related to FGunZ except for the unban section.
