I've checked the screenshots and the only spike I see is 100 ping spike which is in the tolerable limits, also when I viewed the replay, although short I was able to see that the user did have some minor lag movements, however it did not affect his overall gameplay, overall I say Declined another TGM can verify this decision.

According to what I see in those screenshots(next time upload them to Imgur or Tinypic to make it faster) the ping seems pretty stable, and reviewing the replay there aren't any moments or lag or spike, just seems a bit glitchy his moves at some points but the replay is too short actually, but as much I could see the lag and spike are in tolerable limits, nothing that can affect his gameplay or the others when having to kill him. Actually he dies as quick and regular as everyone.

I'd say this has to be Declined since this has nothing out from the limits

user is slightly spiking but this is most likely happening due to the distance of the connection between you guys. it's too minor to give out a punishment.
