I would say NO to this report due to it being mainly distance lag, the flips on ^4Zec register, sometimes immediately, sometimes 1~2 seconds later. The screenshots you provided did not show a jump in ping, and the user remained at a constant 247 ping. When the user was slashed, he was dealt damage, which was also the same as when the user was massived, overall the lag did not affect the user's overall game-play.
