I reviewed your replay and the Screenshots you provided and what I can conclude from them is that the user is fine, I watched him over during all the replay and he slightly spikes but it doesn't affect his game play neither affects the damage he gives you or the damage he takes from you. And the screenshots show a stable fine ping.
