does he run the launcher as admin ?

he did run it as admin it doesnt work still

Did you try to simply run the Launcher as Administrator?
If that doesn't work, disable any anti-virus/malware programs and try again (as Admin).
Still nothing? Try adding it to your Windows Firewall list; doubt it will change anything but whatever (Control Panel\All Control Panel Items\Windows Firewall\Allowed apps)

Same error was posted a few times before on the forums. Dave then said to download GunZ.exe from the website:

will tell him to take a look at this and do it step by step might help
