Whats blocking it? Can you figure out .i see many players with the same problem

windows firewall could be, 3rd party anti virus programs or windows defender

Did you try to simply run the Launcher as Administrator?
If that doesn't work, disable any anti-virus/malware programs and try again (as Admin).
Still nothing? Try adding it to your Windows Firewall list; doubt it will change anything but whatever (Control Panel\All Control Panel Items\Windows Firewall\Allowed apps)

Same error was posted a few times before on the forums. Dave then said to download GunZ.exe from the website:
