It's a no from me. Couldn't find a single moment he was spiking, also his ping was stable according to the screenshot you've provided.
He had no glitchy movements, his damage was absolutely normal and his teamates were carrying him most of the rounds.

His ping is stable and he doesn't spike. I have seen no weird movements in his gameplay and he does normal damage.
