by creating the score
/scoreboard objectives add KillwedW.Skeleton minecraft.killed:minecraft.wither_skeleton
that tracks wither skeleton kills.
the execute command fills a redstone block that starts up the RNG system, but also executes the command to fill the redstone block with air instead, to stop the clock.
this allows for choosing the droprate for wither skeleton skulls, because if the RNG system outputted a signal strength of 3 (currently 1 in 7, but customizable), it will run a command to give every player who has a wither skeleton kill on the scoreboard, a wither skeleton skull, following with the command to set the scoreboard for wither skeleton skulls of everyone to 0.
its slightly more complicated than that but that pretty much sums it up.
What do you think the droprate for wither skeletons should be?
