True, the business variant which is 10,60 a month you should be able to send the mails to.

Even if you get blocked (which should not happen) you can contact microsoft to get unblocked. The mails you send have business purposes and its not a scam. You might have to follow some conditions with the mail format though.

There are a few e-mailing servers out there which do bulk mails but as mentioned they do cost alot.
