Give players with a joindate of atleast 1 year or 6 months whatever you see fit, the option to reply on applications, this way community feedback can be given aswell, ofcourse any off-topic comments will be deleted with an infraction to follow, also maybe state some rules like
Reply with arguements, not just "Yes pls give him GM".
I think this way the community has more of a say in this regard, ofcourse the decision is still yours to make.
