Keeping it in the terms of this report, the replay you provided only shows him doing what looks like alt-tabbing... his ping recovered a few seconds after he joined the game.
Due to insufficient evidence, I believe this report should be denied - HOWEVER, I will keep an eye on this user and speak with him.
Edit: Spoke to the user, he apologizes and did not notice his spike in this replay. I notified him of his issue and now he is aware of it; if he lags in another room and fails to follow instructions to leave if it reoccurs, feel free to collect sufficient evidence and re-report.

As stated above the user kept alt-tabbing which caused the spikes/lags, he has already been verbally warned by one of our staff members, if for any reason this happens again feel free to report again with longer replays.
