Normally the requirements for a "Spiking" report require both screenshots and a replay, but honestly the replay already explains it all due to all the laggy movements which made it difficult for you to aim the user in question. The user was aware of their spike, but made no attempts to fix it so I believe that they deserve a Warning in hopes that they fix their connection to avoid further abuse. An official GM will be with you shortly to give the final decision to your report.
