After reviewing the replays and screenshots, I believe the users deserve a Warning. Despite being told to fix their spike, they simply responded with "lol" and continued on for the duration of the clan war.

They are lagging quite extensively and did acknowledge that you asked them to fix ping. players should all recieve warnings aswell as clan war wins/points deducted for time period while lagging.
