This makes a tad more sense as the original suggestion.
I believe a rule of thumb in general in these kinds of things (from other games where ive seen this in a more developed state), is that you should give a new rank for every new mechanic/power you give a rank. for example what legit stated above is separating ability to add/kick members from additional powers that you wouldn't want to give everyone who has invite/kick privileges (managing fgunz.net).
