Sounds like an issue with your internet (PING) or your computer itself (FPS).

Your main issue was the launcher which seems to be working now, as for why your connections are delayed to the server even if you have a fast internet, that's surely an issue with your ISP, give 'em a call and tell them you're having routing issues with the game which makes it unplayable for you, if they decline to help you, go for your rights, you're paying them for the service and they refuse to provide you with a good service, eventually they will break and help you out with the problem.
