Remove vials from clan war

It ruins the fun in clan war.

In a normal TDM or room, I agree who cares, but in CW you're there to show your skills and what you're capable of not going cheap and using speed vials.

It is part of a tactic, you could apply the "no fun" to almost everything because some people use a cheese strat.
That is why I wanted to apply a minor nerf so they still can be used but should be less oppressive instead of simply removing it.
