About Neir - He wasn't at the replays or in the screenshots.
About ^6G^9houl^0 - He was indeed spiking but if you've checked the replay before you rushed in reporting him, you could see that he was walking without attacking anyone and then he was hanging till he just left the game, no actions will be taken.
About Cyrus - You did provide screenshots of him lagging but he was perfectly fine in the replays, his ping in the replays was fine as well.
About Abimbola - There was one moment when his ping went up to 50 but even then his movements were fine, didn't see any sign of spike in the replays nor in the screenshots.
Also, please avoid of posting a 20 mins replay in the future.
