We can't see what ping he had to you since you did not open the scoreboard to look at the ping while recording, but knowing that you are from South Korea and he is from Egypt, there is a very large distance between you, thus, a very high ping. In your replay you do not see what he actually saw. If you look closely, he aimed where you were around 0.3-0.5 seconds before, which is where he actually saw you, which is due to the distance / ping I described.

I think he's not hitboxing, it's just what high ping / long distance looks like.

This seems to be a Ping/distance case. The delay is what's causing it to seem like he is hitboxing. Given we cannot tell what the users ping was and no screenshots were taken/uploaded of the ping. This is going to be a NO from me.
