No one (including you) have said anything to him in that 6 mins replay so it's hard to judge by the evidence you've provided because it could be after you've stopped recording and maybe he left the game immediately to fix it. Do you have a F11 replay which shows you've informed him about his net issues and he ignored it?

i started recording only after warning him so i do not have any replays with warnings on his spike.
But if you look at the timestamp of the screenshots (between the one warning to the one with K/D), you will notice that he has been in the room for quite some time and it is impossible for him to clock 13deaths (if he had left the room to fix his spike) within a couple of minutes.

Also, if you look at starting position of my recording, it is the exact same location as my screenshot with warning because i started recording after screenshotting the warning.

I've checked the logs and it's clean, he has never received any punishment before and it is kinda hard judging because even though everything you said above, he was playing that way for almost 7 mins in the replay you've provided and no one has said a word. Therefore, I'm gonna give him a verbal warning, feel free to report if it happens again.
